Transforming Community: Daegu‘s New ’Seojae Cultural Center' Set to Enhance Living Conditions by 2029

[iNews24 Reporter Chang-jae Lee] Dalseong County in Daegu has finalized the blueprint and begun advancing the Seojae Living & Cultural Center project, aimed at substantially improving living conditions in the Seojae neighborhood of Dasa-eup.

On the 19th, Dalseong County announced it had selected the proposal from Hak Architecture Co., Ltd. as the winner of a design competition and will begin preliminary and detailed design work this month. Eleven firms competed for the commission.

The winning design was praised for harmonizing with nearby natural assets such as the Geumho River and Waryongsan Mountain while establishing an open, communicative layout accessible to all age groups.

Notably, the plan links exterior amenities — a cultural park, an outdoor playground and a community market — into an integrated, multi-layered public space designed to encourage residents to gather and linger.

The Seojae Living & Cultural Center is a major public project with a total budget of 40.4 billion KRW (≈ 30.3 million USD). It will be built on Lot 531, Seojae-ri, Dasa-eup (near the Seojae branch of the Administrative Welfare Center) and will include two basement levels and six floors above ground, with a total floor area of 7,841.84 m² (≈ 84,409 sq ft).

The center will house a library, infant-and-toddler play areas, shared community spaces and sports facilities, functioning as a “living cultural platform” that integrates cultural, welfare and health services.

The county plans to commence the design contract this month, break ground in 2027 and target completion in 2029.

“The Seojae Living & Cultural Center will not simply be a facility; it will add culture, care and leisure to residents’ daily lives,” Dalseong County Mayor Choi Jae-hoon said. “We will make it a community hub where everyone — from children to seniors — comes together and a key piece of infrastructure representing the Seojae area.”
