
On April 8, the Incheon Western Police Station said it filed a pretrial detention request for A, a man in his 20s, charging him with hit-and-run causing death under the Act on Aggravated Punishment of Specific Crimes and unlicensed driving under the Road Traffic Act.
Authorities allege that at 11:09 p.m. on the 19th of last month, A struck and killed B, a woman in her 60s, while driving a rented sport utility vehicle on a side street in Gajwa-dong, Seo-gu, Incheon.
After the collision, he moved B to the roadside but did not render first aid and fled. About an hour later, he surrendered at a local police precinct.
Closed-circuit television at the scene shows A dragging B—who appeared unable to control her body—toward the edge of the side street.
Police say A’s license had previously been suspended after he accumulated penalty points and was later revoked when he was caught driving. On the day of the incident, he was driving without a license and caused the crash.
B showed signs of a cerebral hemorrhage. A witness called for help, emergency responders transported her to the hospital, and surgeons operated, but she died two days later.
B was a solitary elderly resident living nearby. She was returning home late at night when A’s vehicle struck her in a senior safety zone.
