The union said it would not forget the fallen member's sacrifice and pledged to press its campaign forward. It accused management of filing a court injunction on the day of the accident to prohibit interference and of denying and backtracking on negotiations that had only just begun.

That day, Cargo Solidarity issued \"Struggle Guideline No. 1,\" outlining its next steps. Under the directive, regional executive committees nationwide will switch to a \"struggle headquarters\" structure, and all members will enter emergency measures, including wearing protest vests and black mourning ribbons.

The guideline also authorizes halting work at all sites and convening an emergency general meeting if the chair issues an order. Depending on how negotiations progress, the union left open the possibility of escalating to a full strike.

Police reportedly deployed about 1,580 officers to prepare for any incidents. A police official said, \"Because the event is largely commemorative, the likelihood of physical clashes is low, but we are preparing for unexpected situations given the large crowd.\"
