On the occasion of the Korea–Vietnam summit
On the 22nd (local time), South Korea and Vietnam signed 12 memorandums of understanding (MOUs) to strengthen cooperation across a range of areas—most notably nuclear power and power infrastructure—following a summit between President Lee Jae‑myung and To Lam, Vietnam’s Party Secretary and State President (the country’s top-ranking official).
First, the two countries signed an MOU to explore cooperation on nuclear power development and another MOU to examine possibilities for financing nuclear projects.
Officials said joint analyses of new nuclear construction options and construction risks, together with the proactive establishment of tailored support systems to meet Vietnam’s substantial financing needs, are expected to lay the groundwork for Korean firms to secure new nuclear project contracts.
The countries also signed an MOU on cooperation in power infrastructure and plan to pursue research and development on generation infrastructure—such as renewable energy and energy storage systems (ESS)—as well as efforts to modernize and digitize the power grid.
Under an MOU on digital cooperation, they agreed to expand exchanges in artificial intelligence (AI), cybersecurity, and digital transformation.
By signing the Master Plan Framework for Science and Technology Innovation Cooperation, they committed to intensify workforce development in AI, biotechnology, and semiconductors.
They also signed MOUs on protective security cooperation; deeper collaboration on intellectual property; water security; animal health and quarantine; exchanges on underwater cultural heritage; and safety cooperation for food, pharmaceuticals, cosmetics, and medical devices. In addition, the 2026–2030 Cultural Cooperation MOU was revised.
