
Gunpo City in Gyeonggi Province announced on March 10 that it selected five outstanding public officials in proactive administration who delivered tangible improvements for residents through creative ideas and swift action.
A city official said the selection emphasized field-centered examples in which staff identified and resolved everyday inconveniences, producing measurable improvements in residents’ quality of life.
The top prize went to Jo Gi-chun, head of the Natural Disaster Team in the Safety Division.
Jo launched the nation’s first smart disaster-response initiative, Gunpo’s "Eoreum-ttaeng–Hatteugeo" (a name evoking “freeze tag” and extreme heat), which drew overwhelming public praise and high satisfaction.
The program addresses shortcomings in shelter-centered policies amid the climate crisis and creates a new disaster-response model that proactively reaches residents.
Excellence awards were given to the Youth and Children Division for the public youth-housing project "Cheongnyeon Ruri" and to the Waterworks Division for improving system efficiency by proactively inspecting underground infrastructure to detect major leaks early and carry out emergency repairs.
Commendation awards went to the Health Administration Division for securing funding through hands-on efforts and establishing tailored rehabilitation exercise therapy rooms, and to the Taxation Division for launching a KakaoTalk notification service for individual house price assessments.
The city highlights and rewards outstanding cases semiannually to embed a culture of proactive public service across the organization.
Awardees receive top-tier performance bonuses, paid reward leave, and opportunities for domestic and international training to strengthen their proactive-administration capabilities.
Mayor Ha Eun-ho said the city will continue working to ensure administrative achievements translate directly into residents’ well‑being and to make Gunpo an even more livable city.
