Incheon Arts Center: A New Cultural Hub for Artists by 2034

[iNews24 reporter Lee Jin-su] The long-awaited project to build an Incheon Artists' Center for local artists is now moving forward.

On March 16, Incheon Metropolitan City held an on-site briefing for local arts organizations to present plans to build the Incheon Artists' Center in the Yonghyun-Hakik district. Officials unveiled the proposed site and solicited feedback on the project's direction.

The project carries a total budget of 747억 원 (KRW 74.7 billion, approximately $56,025,000) and will occupy a 7,619㎡ (about 82,000 sq ft) site. The facility is planned as two basement levels and five stories above ground, creating a mixed-use arts complex with a performance hall, exhibition spaces, rehearsal rooms, workshops, offices, and community areas. City officials say the center will support local artists' creative work and serve as a cultural hub for residents.

The Subong Cultural Center, currently used by the Incheon Federation of Arts and Culture (Incheon Arts Federation), has faced aging infrastructure and chronic space shortages since its opening in 1982. Its limited size has made it difficult for other arts organizations to move in, and the local arts community has long pressed for a new, dedicated venue for artists.

The city prepared a basic plan for the center in 2022 and reviewed candidate sites. A 2023 study recommended the Yonghyun-Hakik district, but the discovery of soil contamination at a nearby development prompted a review of alternative locations and delayed the project. After additional assessments, officials confirmed the site as the final location.

The briefing took place at the Michuhol District Fisheries Technology Support Center. Representatives from the Incheon Arts Federation, the Incheon Minye Federation, the Incheon Cultural Foundation, and other local arts organizations attended, toured the proposed site, and discussed the project's status. A follow-up meeting featured exchanges on policies to promote regional cultural development and support artists' activities.

Officials plan to begin feasibility studies and basic planning in 2026, followed by a Ministry of Interior and Safety feasibility review in 2027 and a central investment review of local finances in 2028. Construction is scheduled to begin in the second half of 2031, with completion targeted for 2034.

Incheon Mayor Yoo Jeong-bok said, "The Incheon Artists' Center will strengthen the creative foundation for local artists and broaden residents' access to culture. We will do our best to develop it as a cultural and arts hub where artists and citizens can come together."
