The Chungnam Provincial Council has partnered with a university to develop what may be the first cooperative model in the country to translate \"character\" into concrete policies and institutions.
The initiative aims to combine the council's legislative and policy functions with the university's teaching and research strengths to systematically cultivate leaders of character for the future.
On the 2nd, the Chungnam Provincial Council, led by Chair Hong Seong-hyun, signed a Memorandum of Understanding (MOU) with Baekseok University at the university's main building. President Song Ki-shin and other officials attended the ceremony.
The agreement goes beyond routine exchanges. It seeks to merge the council's ordinance drafting, revision, and policy-discovery roles with the university's expertise to build an effective ecosystem for developing character-driven leaders. By formalizing connections with the council's internal legislative research groups, the pact establishes a field-oriented collaboration that channels university research into provincial policy and legislation.
Under the agreement, the two institutions will pursue △ sharing personnel and material resources and establishing a cooperative system △ identifying practice-driven character policies through links with legislative research groups △ drafting and revising ordinances and improving institutional frameworks to support character development △ creating training content to strengthen ethics awareness and communication skills for council officials △ and other joint development projects.
The initiative is intended to move character education beyond slogans and embed it in institutional design and policy implementation at the local council level, with potential to be adopted by other municipalities.
Hong Seong-hyun said, \"In an era when community bonds are weakening, the ability to embrace others' differences — what we mean by flexible character — is more important than ever. Through cooperation with Baekseok University, we will establish the institutional foundation to cultivate individuals of sound character and contribute to a healthier local community.\"
