The ruling and opposition parties are locked in a head-on clash over the drafting of a supplementary budget.
As the government accelerates efforts to craft a supplementary budget in response to rising oil prices stemming from the Middle East, the Democratic Party has signaled cooperation, pledging to disburse funds faster than ever, while the People Power Party has denounced the move as election-year vote‑buying and intensified its attacks.
Jeong Cheong-rae, leader of the Democratic Party, told the party's supreme council meeting at the National Assembly on the 16th, "We will do our best to implement the supplementary budget faster than ever so that people's livelihoods can stabilize," emphasizing the need for prompt action.
He said that when external conditions are this complex, the National Assembly must act as a breakwater to blunt shocks to the economy and to everyday life. He urged relevant ministries to quickly determine the scale of the required funding and to prepare a draft supplementary budget as soon as possible.
Jeong added that the National Assembly will begin reviewing the government's proposal the moment it is submitted. He noted the fastest supplementary budget in history was processed last May — it passed 10 days after submission — and vowed to move as quickly as possible to beat that record.
Addressing the People Power Party, which has criticized the plan as election-oriented fiscal policy, he said the opposition's characterization of it as "election-driven taxpayer handouts" is insulting to the public. He urged lawmakers not to distort the government's efforts to support the economy and households with parliamentary rhetoric, but to participate constructively.
He challenged the opposition: if you oppose using funds for urgently needed relief now, you are effectively turning your back on households and the economy that have been weakened by developments in the Middle East. Is that really the opposition's stance?
The People Power Party has stepped up its criticism, continuing to label the plan vote‑buying.
Jeong Jeom-sik, chair of the People Power Party's Policy Committee, told the party's supreme council meeting that while he made clear last week that a supplementary budget is not a cure-all, the Lee Jae-myung administration still appears fixated on it. He said the government should consider countermeasures, but simply spending money will not solve every problem.
He urged the government to stop focusing solely on the supplementary budget and to present fundamental policy alternatives to strengthen the economy, including regulatory reform, measures to stimulate investment, and steps to boost industrial competitiveness.
Choi Su-jin, the People Power Party's chief floor spokesperson, said in a statement that this year's main budget totals a staggering 728 trillion KRW (about 546 billion USD), an increase of 54 trillion KRW (about 40.5 billion USD) from last year — the largest ever. She criticized the government for pulling a supplementary budget card in the first quarter, before the ink on that enormous budget has even dried, calling it abnormal governance.
She urged the government and the ruling party to immediately halt what she described as a thin, election-driven supplementary budget debate that harms the national economy and to restore fiscal soundness.
