Gyeonggi Province Achieves SA Rating: How 91.19% Fulfillment of Promises Sets a New Standard

Gyeonggi earns SA rating in Korea Manifesto Practice Headquarters evaluation — 91.19% pledge fulfillment in eighth elected administration outpaces national average; 70% funding-secured rate shows strong results versus other regions

Gyeonggi Province received an SA grade — the highest rating — from the Korea Manifesto Practice Headquarters in its pledge-implementation review for the fourth consecutive year. The province earned this by consistently implementing its commitments during the eighth elected administration and by strengthening engagement with residents.

The Korea Manifesto Practice Headquarters released its 2026 "Evaluation of Pledge Implementation and Information Disclosure for Mayors and Provincial Governors," and awarded Gyeonggi an SA grade.

Gyeonggi secured SA ratings in pledge-related assessments from 2023 through 2025, establishing itself as a model for fulfilling campaign promises.

The evaluation examined five areas — completion of pledges, achievement of 2025 targets, public engagement, online communication, and pledge consistency — and ranked jurisdictions on a six-tier scale from SA to F.

Gyeonggi implemented 91.19% of its pledges for the eighth elected administration, well above the national average for cities and provinces of 80.33%.

Its rate of secured funding relative to the total planned budget was 70%, significantly higher than the national average of 35.73%, earning the province high marks in the pledge-completion category.

Under the vision "More Opportunities, Fairer Opportunities, Better Opportunities," Gyeonggi has adopted 295 pledges across nine major policy areas and is actively implementing them. The province routinely publishes progress reports on pledge implementation and has institutionalized channels for resident participation.

Acting Governor Kim Seong-joong said, "These four consecutive top ratings reflect Gyeonggi's track record of delivering on its promises. We will continue to pursue our pledges steadily so that residents experience tangible results."
