
Prosecutors asked the appellate court to impose a 2,000,000 KRW (approximately $1,500) fine on Kim Dong‑hyun, chair of the Jung‑gu Council in Daegu, and councilor Kim O‑seong, who are accused of falsifying a disciplinary request form and submitting it to a council secretariat employee.
At a March 10 hearing before the Daegu District Court’s 3‑1 Criminal Appeals Division, prosecutors asked the panel to uphold the trial court’s sentence for Kim and Kim O‑seong, who face charges including falsifying official documents.
In the first instance, the court fined each defendant 2,000,000 KRW (approximately $1,500) and imposed a one‑year suspended sentence. Both the defendants and prosecutors appealed, each arguing that the sentence was inappropriate.
The two were indicted in 2023 without detention on charges of fabricating a disciplinary request against a fellow council member and submitting it to a council secretariat employee.
In his final statement, Chair Kim asked the court for leniency, pleading, “Please rule so that no injustice occurs.”
Separately, Kim has faced calls from some local groups in Jung‑gu to resign after he became embroiled in a damages lawsuit tied to an alleged improper relationship with a married female district office employee.
