A man in his 50s was apprehended after breaching a perimeter fence into a civilian control zone in Paju, Gyeonggi Province.
The Gyeonggi Northern Police Agency said on the 17th that it filed charges against a man identified as A without detaining him, on suspicion of violating the Military Bases Act.
Military personnel spotted A scaling a fence near Imjingak in Paju.
Officials say he crossed the first fence and then attempted to climb a second.
Police have taken the case from military authorities and are investigating his motives.
